CIRIS enables oil and gas importers to transfer monitoring, reporting and verification (MRV) information and environmental attribute certificates across regions upon proof of physical transport between those regions. The system can be applied globally, for example between exports including Algeria, Nigeria, Qatar, Oman, and Brazil, and importers such as Japan and Korea.
CIRIS is a global tracking system for certified gas, developed based on best practices from related commodity markets with environmental attributes such as renewable electricity, biogas and sulphur content in heating oil and diesel.
CIRIS was trialled in 2024, and we received significant feedback from industry and other stakeholders. CIRIS can be operational today and was designed to be upgraded as technologies, markets, and policy frameworks develop.

A solution for complying with the EU’s methane regulations
The European Union (EU) passed new regulation on methane emissions in 2024, introducing phased requirements on oil and gas imports into the EU, which will ultimately allow only imports below a specified methane intensity threshold.
CIRIS offers a low-cost compliance solution for oil and gas importers targeting the EU market, supporting the objectives of the EU’s methane regulations while at the same time minimising market disruption.
